Following the ending mandate of Secretary General Bàlint Gyévai this year, the Bureau is launching a call for the interim position of Secretary General. The candidates are expected to be available to take up work in our Brussels office in October/November 2024. The candidate selected by the Bureau will be hired on a fixed-term interim contract until the next LYMEC Congress, in accordance with Article 27 (5) of the LYMEC statutes.

  1. Mandate: The mandate of the new Secretary General officially starts after Congress validation on 9 November 2024, the position is considered ad interim before that date.  
  2. Salary: This is a full time contract (37,5 hours per week), salary based on the market standard. 
  3. Place of work: LYMEC office, Ixelles, Brussels
  4. Working hours: 09-17h, occasional working weekends (8 hours per day) 
  5. Eligible candidates: LYMEC Members of European citizenship (including non-EU) with a valid work permit; candidates to the Secretary General post must be under the age of 33 years at the date of the election/appointment.

Timeline:

  • Call opens on 12 July 2024.
  • Call closes on 12 August 2024.
  • Interviews with shortlisted candidates take place in the last two weeks of August and the first two weeks of September.
  • The selected person will be picked by the last day of September 2024 the latest.
  • Expected start is October-November 2024. 

The Secretary-General (SG) as defined in the Statutes (Article 27) is selected in the following manner: 

  1. The Bureau shall delegate the daily management of the LYMEC Secretariat to the Secretary General in accordance with article 26 of the present statutes. The Bureau defines the scope and financial limitations of the daily management powers of the Secretary General. 
  2. The Secretary General shall be remunerated, according to decisions of the Bureau. 
  3. The Secretary General is appointed for a two-year mandate, approved by the Congress taking place immediately after the Congress that has elected the Bureau, according to the procedure specified in the Congress Rules. 
  4. The Bureau may propose the renewals of the mandate of the Secretary General for up to two years by making a reasoned recommendation to the Congress, including the necessity and consequences of such renewals. 
  5. All members of member organisations and individual members of LYMEC can be put forward as candidates for the Secretary General post. 
  6. Candidates to the Secretary General post must be between 18 and 33 years of age at the date of the approval by the Congress.

The key responsibilities of the Secretary General are as follows

  • assists the organisation and its bodies;
  • manages the daily business under the guidance of the Bureau and executes the decisions taken by the Bureau at its meetings;
  • heads the Secretariat, the composition and organisation of which will be proposed by the Secretary General to the Bureau;
  • organises the statutory meetings under the guidance of the Bureau;
  • assists the Treasurer in the administration of the budget.

Requirements:

  1. Minimum Bachelor’s degree preferably Master’s degree; 
  2. Preferably two years of relevant working experience at least, at the European level better; 
  3. Good knowledge of LYMEC and experience within LYMEC and European Liberal Politics(preferably, candidates are to be a member of LYMEC, either through a MO or Individual member at the moment of their application and throughout their mandate and have a practical knowledge of the organisation and its work: members, principles and partners.);
  4. Written and spoken knowledge of English; French and/or Dutch skills are necessary to deal with some administrative tasks (especially French). The working language of LYMEC is English and therefore a high knowledge level is required. In order to be able to work in Brussels, French and/or Dutch language skills are necessary;
  5. Administrative skills (legal and organisational paperwork, drafting and administrative management), experience with Erasmus+ and European grants is a strong plus; 
  6. Organisational skills (office and event management experience);
  7. Human resources skills and good relation to people are important;
  8. Accounting and bookkeeping skills (advanced);
  9. Computer literacy;
  10. Web management skills are preferable; 
  11. Communication skills (internal and external communications, social media) are a plus; 
  12. Readiness to work occasional odd hours and on locations (up to 15 working tasks abroad per year); 
  13. Leadership, managerial and conflict management skills are necessary. 

Additional skills:

  • Minimum computer equipment maintenance skills.
  • Team leading experience is highly important, as the Secretary General will have managerial duties within the Staff but also support the Bureau. 
  • Minutes-taking skills are needed for Bureau meetings and Congress minutes.
