LYMEC was delighted to attend NEOS Lab and European Liberal Forum's panel discussion and book launch on "Future-Proofing the EU-Budget" at the European Parliament.

The panel consisted of a number of experts, including various MEPs and researchers. The group discussed long-term EU budgetary priorities for the upcoming 2028-2034 Multiannual Financial Framework. The current fragile geopolitical climate makes it essential to future-proof long-term strategies.

It was made clear: Europe’s peace context on the continent is over. Russia’s war on Ukraine is a war on the entire EU security order. The vulnerabilities created by globalisation were weaponised by adversaries, with migration flows and nuclear blackmail creating psychological fear. With power politics making its way back, Europe must react quickly to any threat. 

The EU has six priority areas it seeks to adjust long-term: inspiring an innovative digital transition; removing energy dependency and fostering a green transition; promoting the up-skilling and reskilling of civilians; enhancing a raw materials base strategy while increasing competition; improving health preparedness; and finally, solidifying our security and defence competencies.

Navigating crisis times requires a flexible budget. Typically, crisis situations have been a catalyst for change in Europe in the past – with a similar effect happening now, inspiring bold decisions in defence policy. 

However, the key point was: defence is not just military apparatus, but also the infrastructure our member states possess. Building roads, railways and energy grids are an essential part of European security and defence, as well as facilitating the movement of weaponry.

The panel urged Europe not to lag behind the U.S. strategically - we must react first. Investing in European defence protects our population, economy and military from future insecurities. U.S. disinterest in Europe has forced us to accept the post-WWII peace order is over: and it is up to us to invest in our future. Europe has been reliant on the U.S. for too long, it is time for us to make smart, strategic budgetary decisions – for now, and for the future.

This was described as a "make it or break it moment," for Europe. With the international rules-based order coming to an end, Europe must be prepared for anything that comes its way. Liberal democracies must stand strong together in the face of autocratic pushback.
